The Horse Protection Commission (HPC)

was created by equine veterinarians and certified by the USDA in 1997,

for the purpose of enforcing the federal law, the Horse Protection Act (HPA).

  The HPC is an inspection organization that inspects all breeds of horses.

The HPC is affiliated with the TWHBEA Sanctioning Plan.
